FILLMORE DOCTRINE

 

The Fillmore Doctrine is attributed to former Dallas Appeal Court Judge Robert Fillmore:

Former Dallas Appeal Court Judge Robert Fillmore provided ”cover” for the misconduct of  John B Peyton Jr. in multiple cases by completely ignoring an issue presented to the court or by significantly delaying a verdict on it if it would expose and confirm misconduct by John B Peyton Jr..

The doctrine represents a position taken by a court to specifically not address, to obfiscate,  or significantly delay any ruling on an issue presented to them which may expose the misconduct of an Officer of the Court they wish to provide protection and / or “cover”.
